Description

This course provides an introduction and overview of the three key NERC standards: CIP-004, PER-005, and TOP-007. Scenarios in which the user must make decisions that are consistent with NERC requirements are also part of this course.

Course Objectives

Terminal Objective: The trainee shall describe the overall purpose of NERC Reliability Standards.
- Enabling Objective: The trainee shall explain what event brought an increased focus upon the need for greater electric grid reliability and dependability.
- Enabling Objective: The trainee shall name the NERC documents that preceded the NERC Standards and were used to ensure reliability.
- Enabling Objective: The trainee shall define the intent of the NERC Standards as described in this training module.
- Enabling Objective: The trainee shall describe the potential impact of non-compliance.
- Enabling Objective: The trainee shall state the approximate amount of NERC penalties actually assessed in the one month given as an example in this training module.

Terminal Objective: The trainee shall outline the basic template and structure of a NERC standard.
- Enabling Objective: The trainee shall list the five major parts of a NERC standard (introduction, requirements, measures, compliance, and regional variances).
- Enabling Objective: The trainee shall explain the information that is included in the introduction (title, number (ID), purpose, applicability, and effective date).

Terminal Objective: The trainee shall explain the basic content of NERC Standard CIP-004.
- Enabling Objective: The trainee shall describe the subject of CIP-004 and to whom it is applicable.
- Enabling Objective: The trainee shall describe the documentation requirements of CIP-004.
- Enabling Objective: The trainee shall explain the schedule for personnel risk assessments and cited personnel lists.

Terminal Objective: The trainee shall explain the basic content of NERC Standard PER-005.
- Enabling Objective: The trainee shall describe the subject of PER-005 and to whom it is applicable.
- Enabling Objective: The trainee shall explain the major requirements for a system operator training program.
- Enabling Objective: The trainee shall describe how many hours of annual training must be scheduled for BA System Operators, TO System Operators, and LSE Operators.

Terminal Objective: The trainee shall explain the basic content of NERC Standard TOP-007.
- Enabling Objective: The trainee shall describe the subject of TOP-007 and to whom it is applicable.
- Enabling Objective: The trainee shall explain the required time of mitigation in order to avoid a violation of TOP-007 and at what point reporting to the Regional Reliability Organization or NERC is required.
- Enabling Objective: The trainee shall explain the relationship between the percentage by which an IROL is exceeded and the time exceeded, in terms of levels of non-compliance.

Terminal Objective: The trainee shall demonstrate ability to make decisions in response to given situational exercises whereby those decisions reflect compliance with NERC Standards.
- Enabling Objective: The trainee shall demonstrate decision-making that is compliant with CIP-004.
- Enabling Objective: The trainee shall demonstrate decision-making that is compliant with PER-005.
- Enabling Objective: The trainee shall demonstrate decision-making that is compliant with TOP-007.
