About This Course

A hazardous material (Hazmat) is any item or agent (biological, chemical, radiological, and/or physical), which has the potential to cause harm to humans, animals, or the environment, either by itself or through interaction with other factors.

Hazardous materials are defined and regulated in the United States primarily by laws and regulations administered by the U.S. Environmental Protection Agency (EPA), the U.S. Occupational Safety and Health Administration (OSHA), the U.S. Department of Transportation (DOT), and the U.S. Nuclear Regulatory Commission (NRC). Each has its own definition of “hazardous material."

DOT defines a hazardous material as any item or chemical which, when transported or moved in commerce, is a risk to public safety or the environment, and is regulated as such under its Pipeline and Hazardous Materials Safety Administration regulations (49 CFR 100-199), which includes the Hazardous Materials Regulations (49 CFR 171-180).

The Hazardous Materials Regulations (HMR) are issued by the U.S. Department of Transportation (DOT) and govern the transportation of hazardous materials in interstate, intrastate and foreign commerce. The process of complying or determining compliance with the HMR, always centers on the Hazardous Materials Table (HMT).

After going through this module, you will be able to:

  1. Identify information about a particular hazardous material, such as the hazard class or division, ID number, packing group, label codes, and other provisions from the HMT.
  2. Apply your understanding of the HMT to identify the proper shipping name for a hazardous material and the basic description for a shipment of that hazardous material.
  3. Define a hazardous substance and indicate the reportable quantity of that hazardous substance from the information provided in Tables 1 and 2 to Appendix A of the HMT.
  4. Identify marine pollutants and severe marine pollutants using Appendix B of the HMT.

Carrier Requirements – Air Introduction

After going through this module, you will be able to:

  1. Identify the DOT requirements for air transportation of hazardous materials, as set out in Subparts A, B, and C of Part 175.
  2. Compare the uses of the guidelines found in Part 175 with those of the International Civil Aviation Organization (ICAO) Technical Instructions for the Safe Transportation of Dangerous Goods by Air.
  3. Distinguish between the responsibilities of the shipper and the air carrier.
  4. State the notification guidelines for passengers, pilots and facilities.
  5. Identify the exceptions to the Carrying of Hazmat in Cabins or on Flight Decks regulation.
  6. Define cargo aircraft, passenger aircraft, forbidden and magnetic field.
  7. Evaluate the packaging requirements for all air transportation.
  8. Identify quantity limitations and exceptions, loading, and unloading and storage guidelines for air transportation.
  9. Identify guidelines related to completing discrepancy and incident reports.
