About This Course

This MSHA Part 48 Subpart B Surface Mining online training prepares new surface miners, and newly hired experienced miners, to start work safely and confidently. It  presents the initial training requirements for miners working at surface mines and the surface areas of underground mines, with practical coverage of basic mining regulations, emergency response procedures, miners’ rights and responsibilities, and the recognition and avoidance of mine hazards.

Training content is aligned with 30 CFR Part 48 and Section 115 of the Mine Act, and draws on related safety standards referenced in your curriculum (including Part 56 and Part 77 topics such as transportation controls, ground control, machinery and equipment, electrical and explosive hazards, materials handling, airborne contaminants and noise, HazCom, fire prevention, and emergency response). This grounding in federal requirements helps miners understand what the rules are and how to apply them on the job from day one.

Under federal law, new miners and newly hired experienced miners must complete MSHA Part 48 training before working at a mine, and annual refresher training is required after initial safety training. To support compliance, mine operators must maintain an MSHA-approved training plan and record training on MSHA Form 5000-23 as outlined in 30 CFR §48.23 and §48.28.

Who Needs to Take the MSHA Part 48 Subpart B Training Course?

This course supports Part 48 Subpart B training objectives. It is for new surface miners and newly hired experienced miners who will be working at surface mines or surface areas of underground mines.

Under 30 CFR Part 48 and Section 115 of the Federal Mine Safety and Health Act (Mine Act), mine operators must ensure that all miners receive training before starting work and that annual refresher training follows thereafter. This course helps new miners understand safety standards and recognize and avoid hazards on mine sites.
