What’s the Difference Between a Part 46 and Part 48 Training Plan?
The main difference lies in the type of mining operations and workers each regulation covers.
- Part 46 applies to surface mines, including sand, gravel, stone, clay, and shell operations, and contractors who work at those sites.
- Part 48 applies to underground mines and the surface areas of underground metal and coal mines.
Each plan must include specific details about training topics, competent persons, and schedules that meet the requirements of its respective regulation.

Can I Use a Template to Create My MSHA Part 48 Training Plan?
You can use a template as a starting point, but your final training plan must be site-specific and meet all MSHA approval requirements under 30 CFR Part 48. A template can help you organize required elements, such as training programs, schedules, evaluation procedures, and instructor qualifications, but you’ll need to customize each section to reflect your mine’s unique conditions and operational structure.
Do I Need to Be an Approved Instructor to Write an MSHA Part 48 Training Plan?
No. You don’t need to be an MSHA-approved instructor to write or develop a training plan. However, once the plan is in place, MSHA-approved instructors are required to conduct the actual miner training. The plan itself must identify these approved instructors and describe how they meet MSHA’s qualification criteria. As the plan developer or operator, you’re responsible for ensuring that only approved instructors deliver the required instruction.
