About This Course
Arizona is a state with limited water resources. This scarcity of water has significant implications for real estate transactions. Real estate professionals need to understand water rights, water availability, and water conservation practices to provide accurate information to their clients.
This course is designed to teach students about Arizona’s complex water issues, including availability, distribution, and rights. You’ll explore key topics such as Active Management Areas (AMAs), Irrigation Non-Expansion Areas (INAs), and their impact on growth, conservation, and property transactions.
This course fulfills one of the new Arizona Continuing Education (CE) requirements for real estate license renewals, effective January 1, 2025. To renew their licenses, real estate agents and brokers must complete one hour of CE on Arizona water issues, and this course satisfies that requirement.

What You’ll Learn
Upon completion of this course, you will be able to:
- Define AMA and INA, and explore their roles and significance in Arizona.
- Identify and discuss the specific numbers assigned to AMA and INA in Arizona.
- Explore and analyze the goals of the AMA and how these influence developmental activities within their jurisdiction.
- Understand the purpose of INAs, their significance, the rights associated with contracting for INA water, and the various uses of such water.
- Examine the methods through which water is supplied to properties, including an understanding of the water distribution system.
- Define key water supply concepts such as Groundwater, Assured Water Supply, Adequate Water Supply, Surface Water, and Hauled Water.
- Identify water rights and the different uses for water on a given property, along with any associated non-municipal water fees and billing mechanisms (e.g., CFD, Improvement District, HOA).
- Discuss additional water considerations, including Grandfathered Water Rights, their preservation process, and water priority systems.
- Review and analyze potential changes to Arizona's Assured Water Supply laws, with a particular focus on the Alternative Path to Designation of Assured Water Supply (ADAWS) and sources for further information.
- Examine proposed changes regarding the commingling of water certificates in the Phoenix and Pinal AMAs, understanding their implications and processes.
