Mine operators are responsible for ensuring miners receive all training required by their Part 46 training plan, including applicable mine-specific and task-specific instruction.
Who Needs MSHA Part 46 Training?
MSHA Part 46 training applies to miners working at mining operations covered by Part 46. This can include workers engaged in mining operations, equipment operation or maintenance, and other activities identified by the regulation, as well as certain supervisors.
Training requirements depend on the individual's experience and work activities. Contractors and other individuals who work at or visit a mine may also require training, including site-specific hazard awareness training, depending on their work and exposure to mine hazards.
Part 46 and Part 48 cover different mining operations:
- MSHA Part 46: Applies to shell dredging and sand, gravel, surface stone, surface clay, colloidal phosphate, and surface limestone mines.
- MSHA Part 48: Applies to different mining operations, including underground mines and surface areas of underground mines. Workers covered by Part 48 should review the applicable MSHA Part 48 training requirements before selecting a course.
What Are the MSHA Part 46 Training Requirements?
MSHA Part 46 establishes different training requirements based on a miner's experience, assigned tasks, and activities at the mine. Mine operators must develop and implement a Part 46 training plan that addresses the training applicable to their miners.
The main Part 46 training categories include:
- New Miner Training: New miners must receive at least 24 hours of training. Certain subjects must be completed before beginning work, with the remaining required training completed within the timeframes established by Part 46.
- Newly Hired Experienced Miner Training: Experienced miners newly hired at a mine must receive training addressing mine-specific hazards, emergency procedures, health and safety requirements, and other applicable subjects before beginning work.
- Annual Refresher Training: Miners must receive at least eight hours of refresher training at least once every 12 months. Training includes changes at the mine that could adversely affect health or safety and other relevant health and safety topics.
- New Task Training: Miners assigned to a new task in which they have no previous work experience must receive training in the health and safety aspects and safe work procedures specific to that task.
- Site-Specific Hazard Awareness Training: Individuals who are not miners but are present at a mine may need appropriate site-specific hazard awareness training based on the hazards they may encounter.
360training's online courses can provide applicable portions of Part 46 training. Mine operators remain responsible for ensuring miners receive all training required under their Part 46 training plan and for properly documenting completed training.
